Minor ML Upgrade: Plugin Duplicate Behavior Improvements

We're rolling out an improvement that makes plugin actions more reliable. In some cases the assistant could run the same plugin action more than once in a single request, occasionally producing duplicate results. This update significantly reduces those duplicate executions, so an action runs once and returns a single, clean response.

What's improving

The assistant is now much less likely to re-run a plugin action that's already in progress, giving you a single execution and a single response per action.

How you can verify this ML upgrade:

Once the update is live in your test environment, send a message that triggers a plugin which previously returned duplicate action responses. The assistant should now return a single response. Note that the issue happened sporadically, so you will want to test many times to ensure that the expected result is returned.
