Minor ML Upgrade: Improvements to Bold Text in Responses

To improve the user experience, we're updating how bold text works across responses on the web. Bold now serves as a structural tool only, appearing in two places: standalone headings when heading syntax isn't available, and short run-in labels at the start of a paragraph, followed by a colon.
