Ticket Reopen attempted and failed by the bot

Hi,

I have observed that the bot is currently unable to reopen a ticket. Each time a request is made, the bot attempts to reopen the ticket before confirming its inability to perform this task. It would be beneficial if the bot could immediately inform users that reopening tickets is not possible, rather than attempting and failing.
