Over-eager linking to content in the body of cited external article

When asking out bot, Herbie, "can you please help me create a pivot table in excel?" Herbie says: To create a PivotTable in Excel, follow these steps: 1. The tutorial it links to from external knowledge The template page is being served, as external knowledge from Microsoft is not relevant to pivot tables. (https://create.microsoft.com/en-us/excel-templates)

Any advice or suggestions on how to prevent the bot from serving links in external articles that are not relevant?
