Minor ML Update: Clearer Outcomes for Tool Calls

How are we improving the Assistant’s behavior?

Failed or empty tool calls now show a clear failure or no-results state, along with guidance on what the user can do next, instead of appearing successful.

Technical Restrictions

This initial release primarily covers Agent Studio Plugins. MCP failure transparency, Hera parity, and more specific action-error messages are not included in this release and are being handled as separate follow-up work.
