Disable Post back feature in Knowledge Only Channels

Right now we have a bunch of channels that have forms disabled, but allows users to submit tickets for due to the newly released post back feature.

Request: Post-back feature to be completely disabled in channels that we have forms and/or other features and skills disabled in.
