Bot-fillable forms do not allow for attachments

The inability for bot-fillable ServiceNow request forms to support file attachments is a significant limitation and reduces the overall value of this option. Since users can already add comments and attach files to existing cases or tickets within the bot, it seems reasonable that this functionality could also be extended to bot-fillable forms.
