Add GD for users through Software Access

Customer has a workflow where they ask Managers to request Software on behalf of employees. For Software Access, we do not offer a disambiguation experience when a user requests software for someone else. IE - Can you get Jira for John Doe? There are 3 John Doe’s in their environment, and they are not given the option to choose the correct one. We just return a seemingly random choice between the available options

We have a disambiguation experience for Groups, where we can provide available DLs and ask the user to choose between them. An equivalent for Software access would meet their needs.
