Relevancy of Newly Ingested Articles for Monthly Recommendations

I’m trying to get clarity around the relevance of newly ingested articles for the monthly recommendations. If a knowledge article is added to the knowledge base AFTER a ticket has been created, will this article be included in the “VIEW ARTICLES TO UPDATE” section, or is it considered an outlier since it was not part of the knowledge base when the ticket was created?
